The vision of the Interim A and B Ring Road Improvements is to provide greater traffic capacity and mobility within the rapidly changing central Doha area. The road improvements are part of the State of Qatar’s investment in promoting central Doha into a mixed use cultural, tourist, commercial and residential centre. Ashghal has divided the worked into two packages: A-Ring Road and B-Ring Road.

The scope of the A-Ring Road Improvements includes reconstruction and upgrading of approximately 6.7 kilometres of arterials along with parallel service roads and 9 intersections to signalized junctions. Parking and bus stops are provided adjacent to the arterials and service roads Street lighting is provided along all road corridors and junctions. Crossings and walkways will improve the safety and mobility of non-motorised users. Soft landscaping is included to make the A-Ring Road corridors more aesthetically pleasing and functional for pedestrians.

The Works, including full pavement re-construction along all roads, are to be constructed within the available right-of-way (ROW), which is restricted on major roads in central Doha. No additional ROW is to be procured. To clear the ROW and enable the construction of the Works, 3 buildings are to be demolished, 1 substation is to be relocated outside the ROW and 3 substations are to be decommissioned and demolished. The Woks include obtaining all the required building permits including but not limited to DC1, DC2 and final building permits.

The efficiency and safety of the road network of the Interim A and B-Ring Roads Improvements will be enhanced by an ITS network. The ITS network will enable detection of traffic, and monitoring and controlling of the intersections and roadways using ITS technologies, with a link to an integrated central system / ITS Platform located in the Roads Assets Management Centre (RAMC). New traffic signals, signs, directional signs and Dynamic Message Signs (DMSs) are provided in locations as specified.

Existing utilities shall be protected in place as much as possible. Selected water pipelines, especially that had been installed before 1990, shall be relocated / replaced as indicated on the drawings. The Contractor shall make sure that the new pipes which will be replaced in place to be operational at all the times by providing temporary parallel pipes per Kahramaa requirements. Valve chambers and fire hydrants shall be relocated as indicated on the drawings.

Other utility work includes local diversions to avoid conflicts and adjustments in the grades of existing manholes and chambers. Boom Construction Company will consider existence of shallow telecom and electrical utilities which require extreme care during excavation of existing pavements and building the new pavement.

The existing surface water facilities will be maintained to the maximum extent possible. The proposed surface water drainage system comprises of positive and passive systems. As applicable, passive soak away perforated pipes shall be connected to the nearest existing positive drainage network providing overflow of the passive system. Combined surface water drainage and groundwater lowering pipes are provided at locations of high groundwater level to protect the pavements.

A phased temporary traffic management (TTM) plan will be provided by Boom Construction Company with full consideration of safety, efficiency, consistency, and maintaining access to local roads and businesses shall keep central Doha moving during construction. Boom Construction Company shall obtain MOI approval on the proposed TTM works.

This project has been awarded to Boom Construction Company by Public Works Authority with the contract value of Four Hundred Seventeen Million Nine Hundred Ten Thousand Three Hundred Forty Nine Qatari Riyals and Forty Six Dirhams. Project duration is 600 days.
